It is a pedestrian bicycle path that goes under Louisiana Blvd. It also functions a a storm detention basin which empties slowly. I walk the dogs there most nights. I saw this condition and went home and got the camera and tripod. It has been processed with the Topaz black and white filter and then blended back to the color version.
